Mr. Roberts (Henry Fonda) AKA Lieutenant JG Douglas Roberts is stuck on the USS Reluctant, a naval vessel he usually calls “the bucket.” He would rather be nearly anywhere else, not in small part due to the repressive skipper Capt. Morton (James Cagney) who thwarts his every transfer attempt and generally makes him and the rest of the crew miserable. His growing frustration is calmed by ship’s physician “Doc”(William Powell) while Ensign Pulver (Jack Lemmon) avoids as much work as possible while running every money-making scheme he can manage. The Reluctant is a supply ship so there is not even combat to interrupt the tedium and the strife between captain and crew. A finale explosion of tension centers around a potted palm the captain received as an award, and a surprising show of character from the lackadaisical Pulver, leading to Mr. Roberts' eventual fate.
