Fifteen years ago, Rick Jarmin’s (Mel Gibson) life changed dramatically when he entered the witness protection program after testifying against drug traffickers. His past is about to catch up to him. The criminals he help convict are paroled and looking for revenge, his FBI contact has been replaced with a corrupt new agent who is aiding those men, and his cover has just been blown by a chance meeting with the fiancée he had to leave when he went into hiding. That woman, Marianne Graves (Goldie Hawn), is understandably angry with Rick, but is forced to flee with him when the pair comes under attack. She soon learns the reason he disappeared, and helps him in his escape, alternately bickering and rekindling their romance.
